2017-18 Human Services Funding

The City of Bainbridge Island has issued a Request for Proposals (RFP) for Human Services Funding. This year will be a two-year award cycle, and the City will consider funding for activities in both 2017 and 2018.  The deadline for submissions is 4:00 p.m. on Friday, October 28. Late proposals will not be accepted.

The City will only accept proposals in electronic format. Submit the proposal, including attached Cover Sheet, via email to: cityadmin@bainbridgewa.gov.

All submissions will be reviewed by the Human Services Funding Advisory Committee.

Community Needs Assessment


In early 2016, the City Council determined to undertake a community needs assessment to inform the next award cycle for the City's funding for human services.  An Ad Hoc committee was formed (including Councilmembers Medina, Scott, and Townsend) to identify potential scope for an assessment, cost, and timing requirements.  The City selected the consulting firm PRR, Inc. to conduct the assessment.  Over a period of several months, PRR completed the project through research on demographic trends, one-on-one discussions with key community leaders, a survey specific to local service providers, a general community survey, and a series of small focus groups. Results of this work were presented to the City Council on September 27, 2016 and are presented in the

Regional Human Services Report


In 2015, the City conducted research to identify the human services funding approach taken by 40 cities in the Puget Sound Region. The results of this research have been compiled in a final report, which can be accessed via this link.
