Purpose:
The primary duty of the committee is to advise the council on issues related to the city's storm, water, sewer and other utilities. The committee shall not supplant administrative advice on policy issues to the city council but shall be in addition to staff advice. The committee shall not interfere with the administrative staff functions involving day to day operation of the city utilities.
The committee, to include 7-9 members, is appointed by the mayor and confirmed by the city council. Two council members serves as ex-officio members of the commitee.

KPUD Offer to Acquire COBI Water Utility
The Council has not rejected the KPUD offer to acquire the COBI-Winslow water utility, contrary to circulating petitions and letters. KPUD provided the City with a preliminary offer to acquire COBI's water utility (not the sewer utility, as noted in some materials). With the advice of the volunteer citizens on the Utility Advisory Committee, Council decided to obtain a professional review of the offer and other issues. Council directed that the City hire a professional firm to do a detailed analysis of the strengths and weaknesses of the KPUD offer, and the prospects for the City's operations and financing of its utilities, with and without a water utility spinoff. That analysis is now underway. Council will make a decision about transfer of the utility following receipt of the consultant’s advice.
